Major Capital Project Execution

Major capital project execution is a huge driver of enterprise capital efficiency in terms of controlling costs while meeting development objectives on time. Major capital projects include green field site developments, major expansions or de-bottlenecking projects, reservoir exploration and development, and major turnarounds.

Achieving breakthrough performance in major capital project execution is complicated by a number of factors, including:

  • Long project and development lead times

  • Lack of immediate feedback on improvement interventions (long lag time between intervention and impact)

  • Lack of day-to-day urgency in making changes

  • Complex roles and accountabilities across a wide array of stakeholders, including significant organizational and contractual complexity

  • Diluted control and capability in EPCM contractors and subcontractors

Evolve supports companies in building their organizational effectiveness for major capital project execution across several dimensions including:

  • Visioning and engagement to establish compelling case and ensure stakeholders are aligned and connected

  • Clarity of work processes, particularly application of the stage-gated capital development process

  • Clarity of roles, accountabilities and decision-making, and communications

  • Performance management, including schedule and cost reporting

  • Problem solving and continuous improvement

  • Management of change

  • Integrated planning and scheduling

  • Risk management

EXAMPLE: Establishing a high-performing and sustainable refinery project management construction process

An independent refiner was in the process of several major refinery expansion projects with $1 billion in capital outlays and $1 million per day in production opportunity cost. Evolve worked with the internal project management team to assess the strengths and weaknesses of the client’s approach to managing the engineering, procurement and construction activities associated with major capital projects. The outcome of this effort was an improved structure, processes, and management system for capital development along with a clear EPCM strategy.
