When organizations get implementation wrong they often do so because they under-estimate its challenges. It requires a combination of insight and skills that can only come from doing it many times.
When implementation fails, it is usually with good reason - implementation is far more difficult than it appears. Chief among its difficulties is that achieving significant and sustainable performance improvement requires changing the performance of experienced people who already consider themselves successful. In the end the performance of an organization is dependent on the performance of the individuals in it.
This cannot be achieved simply by adding the piece of knowledge that is somehow currently “missing.” Implementing sustainable improvement requires interventions that create and sustain the conditions in which people can learn by doing, thus creating new skills and behaviors through practice in the context of their actual jobs.
